Zones where private hospitality development is not applicable are marked N/A.

On zone code sources — GIS layer vs ordinance text. Zone codes in the Parcel.zoning field come from the county's parcel GIS export, not from reading the ordinance. In Clallam County these currently match the CCC text exactly (R5, RCC5 and RCC3 are all distinct zones with matching codes in both sources). However, this alignment cannot be assumed for other counties or for future Clallam updates: GIS shapefiles are maintained on a separate publishing cycle from the ordinance and can fall out of sync when zones are renamed, split, or amended. Jefferson County, Grays Harbor and Mason may use different abbreviations in their parcel exports than appear in their municipal code text. The data model maintains a gis_code / canonical_code split in the proposed ZoneDesignations entity (see ERD), and ZONE_CODE_ALIASES in zone-land-use-data.ts is the current lightweight alias layer for normalization.

Resort Destination lodging where the outdoor or nature experience is the primary draw. Consolidated build types: Boutique Hotel (→ Hotel), Glamping / Eco-Camp (→ Resort) and Outdoor Rec as a standalone type have been removed. The boutique_hotel and glamping slugs remain in zone-land-use-data.ts pending a parcel modal update to align with this build type set.

Key patterns across researched zones:
  • BnB is permitted outright in every §33.10 rural zone and most §33.13 urban residential zones — the most permissive build type across the county. Conditional in §33.07 resource zones and Carlsborg residential (CR).
  • Hotel is prohibited in all rural and urban residential zones — only available in western region zones (QR, RW1, RW2, RW5 as conditional) and all §33.15 commercial zones (except GC repealed, RLC which is industrial-leaning).
  • Commercial zones (RC, RV, CEN, RNC) have the broadest palette — BnB, Hotel, Members Club, Resort, RV Park and Campground all permitted outright; the fastest pathway for any hospitality build type.
  • Resort (outdoor rec) is permitted outright across all §33.15 commercial zones and conditional in rural/residential zones.
